Require upper class, and upper middle class citizens to have solar panels on their property.

It is important to start using the environment to our advantage. Meaning to start saving money and materials by capturing the natural energy in nature. This is possible by requiring certain citizens to have solar panels on their property, doing this will result in less usage of man made electricity which will save money. This "extra" money can then be used for providing all citizens with functioning solar panels on their property and fund research for more efficient solar panels and other ways of alternate energy.
