President Obama, as the Commander in Chief of the U.S. military and head of the Executive branch of the government should require the EPA to implement mandatory regulations prohibiting the US ARMY from open burning of rdx, hdx or materials contaminated with these materials immediately. Other existing technology can be safely used to decontaminate these materials without the risk to human health posed by open burning. The army is fully aware of this but is resistant to discontinuing open burning because of expediency and cost. Human health is more important and the President can set an example by requiring the U.S. government to clean up it's act and protect all Americans from this unnecessary health risk
