Open-gov & civic engagement app developers need open data to make tools to petition and question state governments. Right now the main source of gov office info is Project VoteSmart's commercial API, which isn't free & open to the public. Individual states have open data / open-gov initiatives, but they vary in method. 33 states are listed on data.gov as having an open data portal, but there is no libre & non-commercial API for the public benefit, unless I'm mistaken. Code For America wiki doesn't seem to have a free & fully-open solution either.
