Require US Senate and House delegations to monthly report their home state's management federal deficit.

US Senate and House delegates are elected to respesent their states in the Federal government. Federal spending ultimately is administered at the local level. States with deficits should present monthly reports on how their state is closing the gap. Additional revenues or federal spending cuts for states which have two consecutive quarters of deficits should be considered. Members of the US Senate and House with home state that fail to demonstrate a net reduction in two consecutive quarters should be ineligible to vote on Federal spending issues. Voting status will be reaffirmed when the state has demonstrated two consecutive quarters deficit reductions. Only two waivers maybe given for natural disasters by POTUS. The rule will be suspended for a negative GDP and reimplemented for positive
