US Senators and House Reps should be required to provide monthly status reports on their individual home state's portion of the federal deficit. If the home state has a deficit for two consecutive quarters and demonstrates no reduction in their deficit for two consecutive quarters, the US Senators and Reps should not be able to vote any budgetary issue; all votes will be cast with the majority. US Senate and House Reps voting status will be restored after two quarters of home state deficit reduction. Two waivers maybe given for natural disasters by POTUS. The rule may be suspended for periods of negative GDP.
