Develop and implement policies to penalize and/or reward firearms owners for utilizing GUN SAFES to secure their firearms and ammunition. Some ideas:
– charge an excessive licensing fee and then reduce the fee when owner provides proof of gun safe ownership.
– require that guns and ammunition be stored in separate gun safes.
