WHEREAS many users of this site have only a loose grasp of the writing conventions of their chosen language, creating a deterrent effect to their petition and to this site, and
WHEREAS a large portion of petitions request that the president do things which are either not within the reach of the office or that of the executive branch,
THEREFORE BE IT RESOLVED that users wishing to create petitions at petitions.whitehouse.gov be required to pass with a score of 70% or more a quiz pertaining to the content of the US Constitution and, more specifically, the powers and responsibilities of the president, as well as a second quiz testing for comprehension of the writing conventions of the language in which that user wishes to submit their petitions.
