Require the VA to refund GI Bill "kicker" contributions made by service members who switched to the Post 9/11 GI Bill.

Many veterans who originally signed up for the older "Montgomery GI Bill" paid a $600.00 "kicker" or "top up" plan under the promise they would receive an additional 150.00/month in GI Bill payments while they went to college.

Eligible service members who decided to transfer from the old GI Bill to the new, Post 9/11 GI Bill will not receive any additional benefits for their $600.00 investment. For it applies only to the Montgomery GI Bill.

Under current VA policy, no refunds are authorized for the kicker program.

Please produce legislation or executive order allowing the VA to honor the "kicker" program or refund the $600.00 contribution to service members who request it.
