Require voluntary surrender of voting privileges as a requirement to receive public assistance ("welfare").

Introduce legislation requiring citizens, as a condition of receiving public assistance known as "welfare", voluntarily surrender their voting privileges for as long as they elect to continue receiving public assistance. If a citizen's desire to vote is greater than their desire to be a ward of society, they can cease receiving welfare and their voluntary suspension of their voting rights will expire. If their desire to have society care for them is greater than their desire to influence public policy, then they shall voluntarily surrender their voting rights for as long as they continue to obligate society to pay for their welfare.
