Millions of voters cast their ballots in national elections on issues and for people that they know absolutely nothing about. A Voter's license should be required and issued to each legal voter provided that they demonstrate that they:
1) Are a citizen of the united states, with the right to vote.
2) Can demonstrate a working knowledge of the subjects upon which they are voting.
This license must require biometric verification of identity and eligibility, and be cross checked against all absentee and in person voting to insure a single vote from all licensed voters.
