I believe is would me a good idea to test (same test for everyone no matter race, religion etc) potential voters to be sure they are knowledgeable enough to make a educated decision on the matter at hand. If one would be in the process of deciding the best method to rewiring their house and decided to take a vote in a room full of people that most have no electrical knowledge, The outcome of the vote would be more based on an emotional decision rather than a educated decision. And at this point you probably did not get a decision telling you the best way to rewire your house even though that was the decision that was important to be made. Making the entire vote process pointless. And this is the same principal with government elections.
