Require any government agency within the United States to get a warrant before acquiring any non publicly published data on any United States citizen or resident and the destruction of any data that was obtained without a warrant within 72 hours.

This singular reform could restore citizen faith in the government within the United States. This would also allow law enforcement to perform their duties when they have a need that meets currents constitutional standards for a warrant from a judge.
