Require able-bodied welfare and long-term (greater than 6 months) unemployment recipients to give back and earn part of their pay through part-time community service. This change will go a long way towards fighting stigmas associated with these type of government benefits. It will also benefit the receipients in that it will give them a sense of accomplishment and contribution to society, rather than a feeling of helplessness.
