Review any participant on welfare. Only allow immediate family to be intended to use the benefits. Drug tests should be mandated in all states every month by nurses or doctors, and receipts should be mandatory to hand in on a weekly basis. If I have to pay taxes, then I would like to know they are only being spent on immediate family and necessities, i.e. food, water, and shelter.
