I feel that anyone receiving any form of government assistance should be subjected to all the same rules as the American taxpayer.
They should be required to take random and strict drug tests.
As long as they are physically and mentally capable, they should be required to work 40 hrs a week. Clean public parks, pick up litter on the streets, ride on school buses for extra security. Anything, as long as they're contributing something.
Audit them as well. Perhaps not allow them to own a $40,000 vehicle, carry $400 cell phone and have cable tv while taxpayers flip the bill.
