Welfare receipients should be drug tested prior to receiving any government assistance, and therefore; periodically re-tested. The cost of drug testing should be deducted from the intended benefit or directly prepaid by the individual seeking assistance. In addition, unemployement receipients should be required to volunteer in order to maintain their unemployment benefit.
