Whereas cell phone providers directly send calls to voicemail on saturated cell towers they should be required to provide free email and text message about this event. In case of emergency where timing is important people should not be required to pay additional fees for this service.
Many unemployed and underemployed people have to pay for a pico net to attach (>$100) to their broadband to avoid having critical job calls sent to voicemail during business hours.
In limited cell coverage areas critical communications are delayed by the congestion problem.
This problem will only be increasing and impairing commerce within our country.
