Require women to take random drug and alcohol test throughout their pregnancy

Children born with drug addiction has increased drastically. Most care takers do not call upon child protective services like they are supposed to. Children born with drug addiction have increased rates of having brain damage, physical defects, or even being still born. Alcohol intake during pregnancy also causes babies to often have liver damage. When children are in the womb, these things can limit their oxygen intake. Children born with drug and alcohol resistance have high risks of not having a normal life. We should prevent this by taking the measures necessary to ensure that babies aren't being subjected to these things under their will. We need to ensure that if babies are born with addiction it is getting reported so that our government can help.
