All working age people should be required to work in exchange for public assistance(rent,food benefit card,welfare etc)The pay would equal the assistance.For example if they are receiving $1000 for rent,cleaning a government building $10 per hour X 100 hours a month.I don't mind giving people a helping hand but I know too many people sleeping until noon and then watching their big screen TV ,while having their rent paid ("section 8" program)by taxpayers.It would give people more pride and people unwilling to work would get off the assistance programs.
