require the year 2013 to be read as "twenty-thirteen"

In light of the fact that English has become the lingua franca of international communication, the United States, as an economic and human rights leader, should take every step available to ensure that English is as accessible as possible to the widest number of people. the year 2013, as is currently said in common speech--"two thousand thirteen"--is overly long for non-native speakers to use comfortably. Up until the 21st century, years such as, "nineteen eighty-four", "nineteen twenty-six," and "eighteen fourty-one" were all much more easily said than the mouthful of marbles that is "two thousand thirteen." We petition the United States Government to simplify the way "2013" is said in official (and unofficial) statements. "Twenty-Thirteen" for 2013!
