Anyone possessing a gun that is not registered & renewed yearly should be criminally prosecuted. The purpose of this is to greatly reduce the possibility of more massacres & other crimes involving guns.
This would be similar to car registration except it must be in person. This would require an agency larger than the DMV to screen gun owners. The fee for yearly gun registration renewal would fund the employment of people to administer the agency & screen gun owners. Any excess could go toward reducing the national debt.
