Require that you must be under 25, disabled or have worked for 2 years to be eligible for liberties such as welfare

Many people live off liberties given to them that are not deserved and we reward people for never contributing to our society. I know many people who live in my hometown who do nothing but make babies and live on welfare, wic and many other government funded programs. They have never worked a day in their life because the liberties they receive undeservedly make it so they have no desire to take a low wage job that they are more than capable of doing. It is time to force people to contribute to our society and make them earn what liberties they do receive.
