We request the United States Government to pass legislation that requires zero-gap audio and video coverage all times a prisoner or detainee is in the custody of any police, federal law enforcement, or department of corrections facility. This request should carry harsh penalties for agencies that refuse, lose, or otherwise fail to meet these requirements that will ensure the humane treatment and non-violation of civil rights for detainees in any form of detention by any and all law enforcement sections within the United States. Too often abuses of prisoners occur and the evidence of the abuse is missing or non-existent. The only exception would be for audio gaps (during attorney-client priv. meetings), otherwise there should be no gaps in audio and visual coverage of detainees at any time.
