We request the United States Government to pass legislation that allows for zero-gap coverage, 100% of the time a prisoner or detainee is in the custody of any police, federal law enforcement, or department of corrections facility. This request should carry harsh penalties for agencies that refuse, lose, or otherwise fail to meet these requirements that will ensure the humane treatment and non-violation of civil rights for detainees in any form of detention by any and all law enforcement sections within the United States. To often abuses of prisoners occur and the evidence of the abuse is lost, missing, or simply did not exist due to inadequate surveillance where it is absolutely necessary to ensure the rights that we are granted by simply being alive.
