Require gun owners to carry full liability insurance for every round the individual gun holds. Insurance for each bullet the gun holds should be set at a rate that can pay for health care or, in the case of loss of life, compensation for said life to victims and their families should that gun be used to shoot anyone by accident or intent other than in self defense.
