Requiring Congress people to submit their resignation when voting on a bill that would increase the deficit

The amount of spending should be limited to the gross income minus the amount of interest paid on current deficit. This would allow any surplus to be used to decrease the deficit yearly. Before presenting and voting on a bill that requires spending the budget needs to be below to the amount stated above. Any Congressional represented that votes for a bill that would exceed this simple equation would be required to present their resignation.
