States requesting secession have to first satisfy incurred obligations to the United States of America (USA). First refunding their proportional share of the USA national debt, close and demolish all military bases, transfer military equipment and troops to a convenient base inside the borders of the new USA, immediately cease and desist interstate travel without approved documentation, surrender all USA passports held by citizens of seceded state, establish limited border crossings to be adequately secured, request approval as a country where Social Security payments may be sent, immediately abrogate contracts between companies in seceded states and the Government of the USA, request approval of visas for seceded citizens to work in the new USA, etc.
