Because this is an anachronism from the 18th century which no longer keeps us safe, the White House should begin the process, send it to the Congress, and ask the Supreme Court to affirm this position and create a new definition for the 2nd Amendment. Anything less leaves us with the conundrum we have, of having to live with a law that no longer serves the society which America has become.
