This ALARACT initiates policy that Army civilians must take a course that is required for their grade. For a large majority of civilian employess, the course is a 3 week course that is only offered at one location, at Ft. Leavenworth, KS. The costs associated with each civilian taking this course will be astronomical and should not be considered justifiable for the government to spend this kind of money for a training course. 3 weeks of food per diem, motel stays, airfare and/or driving mileage to get there, plus 3 weeks of the employees salary while they are away from their regular job/duty station, can easily cost at least $6000 per person! How many civilians are there, and how many have to take this course? Estimate at least 80,000 have to take the course, and that amounts to $480M
