That any State adopting legislation which discriminates against an individual or group on the basis of ethnicity, gender/identity, sexual orientation, religious or spiritual beliefs for any reason (especially "religious freedom", which we already have), shall have all Federal funding stopped and diverted to fund Federally operated borders around that State to insure the rights of those outside that State. That the States residents in agreement with such legislation will be confined to that State. Those residents in disagreement shall be permitted to leave without restriction. All other applicable laws both State and Federal, would remain in effect.
