The Defense Commissary Agency has begun to electronically scan identification cards at the register during check out. This practice allows information to be drawn from the Defense Enrollment Eligibility Reporting System which contains personal identifiable information which is protected by the Privacy Act as well as linked to information that is protected by the Health Insurance Portability and Accountability Act (HIPAA). For the Defense Commissary Agency to have access to any of this information, they are required by the Privacy Act to have me sign a statement regarding the collection of information. For those who think this petition is only for the military community, you may consider that this action may be a test case for a national system to collect on every shopping transaction.
