The Medicare Access and CHIP Reauthorization Act of 2015 (HR2) has resulted in a 962 page CMS proposed rule implementing the MIPS and APM. By CMS's own estimates, 87% of solo physicians will be penalized under these new rules, while 81% of big groups earn bonuses. MACRA represents an escalation of the war on doctors and patients with the goal of essentially ending the independent practice of medicine. MACRA needs to be rescinded.
