Is it RIGHT that if someone looses MEDICARE PART D COVERAGE...63 days or more... When they get a new part D plan they have to PAY THE PENALTY EACH MONTH FOR THE REST OF THEIR LIVES... I DO NOT THINK THAT IS EVEN CONSTITUTIONAL.......falls under cruel And unusual punishment .
