Rescind presidential of USA to use Executive Orders to over rule Senate, House of Reps, and the People of the USA

To Limit the use, and or to Eliminate the Use of Executive Orders by any President of the United States to Over Rule the Senate, the House of Representatives, and the People of the United States.
