Elderly and disabled people need to be able to afford basic emminities such as reasonable rent and utilities. To be able to be cool in the summer. Not to die from heat stroke. To be warm in the winter without using alternate sources of heat. To not have to depend on outside agencies, family members, or other people who may be brought in as roommates. Most of the time these people tend to be abusive or they take advantage. All we want is to live in peace and quiet and saftey of our homes or apartment.
