General officer (4 star) billets should be reserved for Unified Commanders (those commands that include forces from all military branches), the Chief and Vice Chief of Staff of each service branch, the CJCS and their Vice. No officer should be of equal rank to the service chief of staff and their vice. This change would lower the ranks in many of the lower commands in each service, thereby lowering pay requirements.
