I propose two main movements: (a) decide that all existing members of the House of Representatives and Senate will be unseated at the end of this term, unable to run for office again, and a country-wide election is held to fill all existing House and Senate positions, and (b) a "reset button" is put in place such that six months before every new congressional election (every two years), a popular vote takes place where the American people decide whether or not to unseat every existing member of Congress again and bar them from re-running for office. The vote would require two-thirds consensus to pass and could not occur within two years of the last reset. These changes are designed to motivate Congress to work together and hold them accountable to the American people.
