Reshape Federal Employee Pay Freezes to exempt workers below GS13 or WS13 and roll back pay for Senior GS and SES grades

Create legislation to reform the General Pay Schedule for Federal Employees to mandate that only senior members of the federal workforce in grades GS13 WS13 or the Senior Executive Service shall have pay frozen or rolled back to 1998 levels (for SES grades). This allows fairness to those federal workers who are not receiving huge paychecks at taxpayer expense. It should also contain an addendum limiting the compensation of contractor senior executives to level 1 of the Senior Executive pay schedule.
