It is illegal for any President to issue executive orders in order to establish a law that only Congress has the power to do and by doing so the President has overstepped his authority of the separation of powers and therefore is guilty of violating the constitution of the United States and has committed an impeachable offense and as such he should step down as President of the United States for the good of the country.
