Restore ex offender right to bear arms in accordance with Constitution for offenses that did not involve firearm or violent act.

A citizen, after serving his or her debt to society and in which the
offense was not a violent act or involved a firearm, should be given full
reinstatement of all rights afforded to him or her under the 2nd Amendment of
the Constitution of United States of the America to properly and legally
bear arms in accordance with law. Present law creates a subclass or cast of
citizens with restrictions of rights not stipulated by Constitutional
Amendment and arbitrarily interpreted by the District of Columbia vs. Heller
