Amendment XXVIII:
I. The full faith and credit of the United States government shall be upheld.
II. Congress shall pass no law that infringes on the ability of the Treasury to pay the public debt.
III. Any year in which Congress fails to pass a budget, all sitting members of Congress shall be forever ineligible for reelection to Congress.
During a time without a budget, all sitting members of Congress shall be withheld pay until a budget is passed.
When a newly elected member of Congress is sworn into office during a time without a budget, they shall be exempt from ineligibility for reelection and withholding of pay unless a budget is not passed within one year after swearing into Congress.
IV. A vote of two-thirds of each House is needed to pass a budget in deficit.
