The US Congress should restore full voting rights to the 600,000 fully taxed US citizens of the District of Columbia.
Congress passed the District of Columbia Organic Act of 1801, (6th Congress), and subsequent laws, which disconnected Washington, DC, from Maryland, abolishing state government, connecting DC to US Constitution Article I-8-17, permitting Congress to rule directly, abolishing all future legislature elections and elected legislator offices for these US Citizens.
Fixing this requires Congress to pass a simple law, first repealing the 1801 law, making DC an ordinary territory for the first time since 1632, and second, using Article IV-3 powers to make DC a full state, restoring all ordinary US elections. Repeal of US Constitution Amendment 23 is not immediately required.
