Restore Gun rights (long rifles only) to non violent federal offenders. Via pre qualified standards (PQS) through state police. 5 years after end of supervised release.
PQS:
1. 5 years good conduct ( ie the 5 years after end of supervised release)
2. Psychological counseling by local licensed psychologist( paid by applicant, a letter shall be written by the psychologist stating what the applicant's mental state is and if they recommend that the applicant is suited to continue in the PQS program.)
3. 50 hours of community service with local law enforcement
4. $250 special licensing fee. Fee shall be used to maintain PQS program
