LIHEAP funding is essential in states where winters are particularly severe. The funding becomes more critical for states where housing stock is old and dependence on oil as a heating method is considerably higher than the national average. The Administration's focus on energy efficiency is key, but for homes that have yet to be upgraded, LIHEAP ensures our grandparents and our children sleep warm every night of the year. Heat should not be a luxury item.
