Legislation passed by Congress is created and governs the total population in the United States. Congress shall make no law that exempts any United States citizen, regardless of station or office, to include all government agents of local, state, and federal branches of government. The President, through executive order, shall not make exceptions or exemptions regarding any legislation passed by Congress which is created and governs the total population of the United States. No federal agency shall make any regulation that will create exceptions or exemptions to any legislation created to govern the total population in the United States. Government is made up of representatives of the people, not rulers of the people, and should abide by the same laws created to govern the people.
