The Robert C Byrd Scholarship was considered a contract,by my student,with the government and the receiptant,a high level of grades to be maintained and there would be a reward.My student did her part only to receive a letter that the funds were cut off.This decision hurts many students and in the grand picture to fund this program costs much less then some foreign aid spending and the outcome will probably be more rewarding for our citizenship.
