We were founded as a nation of laws, beginning with ratification of a Constitution that explicitly limited the powers of the federal government. If a government entity such as the Executive desires modification of those limits, the Constitution has within it a designated process for its amendment. Otherwise, the Executive must either adhere to those limts or admit that it is ruling capriciously by fiat.
