Restore Scholarship programs for all military spouses

Restore scholarships, certification, and career development program education assistance to ALL active duty military spouses. Funding was cut from existing programs, leaving some spouses out in the cold. If the servicemember qualifies for tuition assistance and financial aid (based on income) through government, then so should the spouse. The level of financial need in the household is the same. The spouses excluded from the MyCAA program consist mostly of the wives and husbands of the most underpaid CAREER military personnel (namely enlisted NCO's E-6 and above). Allowing all spouses to benefit (based on need) is the only fair thing to do. Financial aid in the US is based on financial need, not social status or rank. It should be the same for unpaid and underappreciated military spouses.
