Restore the second amendment for felons

Implement a way for felons convicted of non-violent crimes to have their second amendment reinstated to full rights.
Many states consider 3 or more DUI convictions a felony. In many cases people get their lives back on track and try to lead a productive life. While mistakes like this will forever impact a good person for the rest of their life. A sort of special permit could be issued to people that fall under this Non-Violent category would also generate revenue for the government, and allow these individules to get back to the things they once loved like hunting, sport shooting, or just teaching a grandchild the importance of gun safety. This would allow an honest person a way to enjoy specific outdoor activities. This wouldn't affect the dishonest person.
