The promotion system in the U.S. Army is broken and needs a major overhaul. One of the easiest way to do this to help retain quality personnel is easy. The return of the Specialist ranks (Spec4, Spec5, and Spec6), allows the Army to retain people. Those personnel who are good at thier job, but not leadership material.
